Conservation of momentum and conservation of energy:
Assuming perfectly elastic collisions:
(1.) m1v1 = m2v2
(2.) m1v1^2 = m2v2^2

For example, if two balls react to one ball, according to (1.) velocity must be halved, but according to (2.) velocity is reduced by a factor of (√2)/2.
You can't have both. Nature solves that by keeping the number of balls equal.
