According to the bible, the devil was once an angel. Angels, like humans, were created with freewill. This angel chose to take a course in opposition to God.
So the simple answer to your question is, God didn't create the devil. The devil made himself.

How can there be free-will if there are no other choices? But if I might get a little picky for a minute....God created the angel who was later thrown from Heaven for challenging God. This fallen angel became who we call the devil . And yes, even angels have a choice whether to serve God or not.

God created people and angels with the power to choose, because love is a choice. Since God is love, it makes perfect sense that he would create us this way. The downside of having power to choose is that you can make the wrong choice, which is what the devil did. The devil failed to choose God.

In honesty, I've asked that same question and the best response I ever got was "He gave the angels free will." That would only raise another question "why would God create free will if it would cause so much trouble?" To which you would get a response such as: "so mankind would learn to love him truly instead of loving by default." So, the end result is God wanted us to know evil so we would love him as a benevolent being. But that would only raise the question, "if God created evil, how could He possibly be benevolent?"
All I can say, nobody has the answers you seek. It becomes a loop of endless questions, so you have to know where to let it lie.

He was a fallen angel... although Im not religous... most religions have a good and an evil... in order to keep this ballance the devil was created. As with other religions that believe in good and evil in this world... the devil carries many different names and forms through different belief systems.

its not that he knows everything, its is said that lucifer who is said to be the devil, was an angel in heaven, but wanted to have gods power and thought he was better than god and there was a war but obviously it is beleived that god won and the devil was sent down to hell. which raises another question, if all good things come from god where the **** did lucifer come from! lol i dont believe in the devil, i beleive in evil but not the devil. evil being human nature.

Satan is actually a fallen angel, named Lucifer. Lucifer thought he could run Heaven better than the God that created him, and God created Hell for him and the angels that fell in with Lucifer.

He created an angel who battled God and lost. Basically, he said look you can do what you want and fight who you want, but I am still God. he whooped the devil or satan's **** just to prove he is all powerful.
