Those towers are for various reasons, however not yours. In order for them to see your email they need to obtain a warrant. You have to be a high profile criminal for them to get a warrant. Now if you get arrested and they have enough evidence against you they can do further investigation by retaining your possession including your computer.

Not if you wear a tin foil hat. LOL. Actually what you are seeing are transmitters for the computers in the police cars.
Lots of steel in those buildings and other structures around town that block the low frequency signals the computers in the cars use to communicate with the dispatchers.
The towers are relay sites, they relay the signal from the car computer to the police dept.
