hey dear , its great that you are in love with someone special of your life. for revealing your love to her or to say i love you its not neccessary that you wait for her birthday or valentine day....it should be on a right place and a right time..well Psychologically 4:pm to 6:pm is the right time to romance or to talk abt it. at this perticuler time we become more sensitive than the other time of the day , where the chances of refusing someone is very less so go ahead ......hey , but before that you need to know whither there is green light to cross the road , or if there is red light and you still jump then you may have to pay panalty in form of broken heart ( off course your my friend not her ) ...
ok here we go.. let not talk abt negativly coz its a matter of heart. here im giving you few hint to propose her but on the same time which i told you in up-line
** take her to watch a romantic movie during the movie you will have to talk romantically and side by side like..teasing her, holding her hand, get popcorn and let her eat by your hand.
** same time you can offer her to wear your ring as a joke that you are just trying whither does it fit it to her finger or not. ( dont become fool to buy new or exp ring if you dont have then it ok or buy just a normal one and you wear it first)
** take her somewhere alone if you can, but make sure you are in enaugh gap from the other people ( dont take her to a cheap place like lodhi garden..etc) start talking abt her , show her that you are more intrested to know abt her ( get ice cream..believe me girls like it most" if they are not suffering with cold")
so in above once you find a little that she is too intrested in you then reveal you feelings.........

Whenever you feel it in your heart and you are ready and comfortable with saying it to her face. Make sure you mean it as well before you say it, or you can cause some unnecessary heartache, and that just sucks. It'll just come naturally.

ANY of these times are acceptable .. except for the Classroom (either before the start of the lesson, or after the lesson is complete!).

probably alone. and it just depends on when you actually love her. NEVER say it if you dont mean, that causes a LOT of trouble. make sure that you mean it!
