the simplest way is to scan it, save it as a GIF or JPG file and post it as if it were a photograph

While you might have you reasons for doing this, do be aware that it may get indexed by search engines and then will be open to the public. Resumes contain a lot of personal information which can make identity theft easier. If you do choose to post your resume, after a while try doing some basic searches for your name, address, etc (information someone who might know you would know) to see if your resume comes up. I believe there are steps you can take to request your page not be indexed, at least by google.

You can create the site so that when you open it, it displays your resume as the web site itself. This allows you to used a picture, color, fonts, etc. that would not be approprite on a standard paper resume.
But then also give a link where they can download a standard paper resume (in a format like PDF which is usable on any kind of computer). This will allow them to have access to your resume even when they are not at their computer.
