Basically, when you feel its right, then you tell them something along the lines of, "There is something I'd like to share with you, I've known for my whole life that I'm bisexual,"
You have the same risk as homosexuals, in that your parents may disapprove. If they disapprove at first then it doesn't mean they are always going to disapprove. They may need time to overcome the shock. If this happens, don't get nasty towards them - remember, you've probably agonized yourself for the past several weeks over this issue. Your parents wouldn't have had the same length of time as yourself.
If your parents are supportive, after all - they may have suspected something for a long time; you may have to deal with misunderstandings about bisexuality. Be prepared for statements, well intentioned but utterly useless, along the lines of the following:
"Sure you are. Its a phase which will soon pass,"
"You're going to have to make a choice and stick to it,"
"If you're attracted to members of the opposite sex, why on earth would you want to date a member of the same sex?"
"Does this mean you're gay?"
"Surely you can't be bisexual, that means you have to have a girlfriend and boyfriend at the same time,"
"You could get AIDs,"

You really don't have to share this with them. What you do in your own bedroom is kinda your own business. But if you want to share this with them, just tell them say "I don't know how to bring this up but there's something I've been wanting to tell you... "and share your feelings. But do know that you have the possibility of having them disapprove. But a good parent will love you for you. Make sure to give them the chance to get used to the idea before you judge them too now!

"Mom, dad, I don't want you to hate me; but I kind of got horribly drunk the other night, I abused illegal substances, I had unprotected sex, and I fell for a girl..." They'll ignore the "I fell for a girl" part ;)
