Glue is always sticky and it does stick to the inside of the bottle, just not all of it. The glue in the center of the bottle is able to flow out because it's diluted in a liquid that allows it to be poured or squeezed out. When the glue is exposed to air the liquid it contains begins to evaporate and the actual adhesive substance condenses and hardens and can hold and/or seal items together.

'cause it doesn't dry when it's inside the bottle and the bottle is capped. If you leave the cap off, especially if there's only very little left, it'll dry up and stick just fine....
