Reward systems teach children that they will be rewarded for good behaviour. That is not reality based teaching, as adults are rarely rewarded for good behaviour. If you can't get their attention, then they probably aren't interested in learning what you are trying to teach them. Try something more challenging, have a "silly time" when they can act out their excess-energy, have a discussion time, when they can bring up any issue they would like to discuss with the class. The latter sounds like its too "old" for this age group, but it works wonders. When the class is too rowdy, I sing "May I have your attention please" and I've trained my kids to answer "Yes you may". That works amazingly well.

A reward system would probably get their attention. Each time they do something good (e.g participating in class) they would get a reward (like a candy or maybe a sticker).

You have to "act", really! Use your body to express yourself - make large use of songs, dolls and toys (you can include them "as characters" and make "scenes" of your lessons). You need to attract their attention and you won't succeed by trying to speak to them only.
Ask them to repeat whatever you say or sing. Ask them to help. They will feel they are important (which in fact they are!)
Love them as if they were your own children. God Bless you!
