I doubt if it's the rotor, it's more than likely the brake caliper frozen up not releasing the brake on that side, price wise you will have to call the parts store to get the price on a caliper for a 87 dodge ram van passenger side.

Who told you this was a rotor problem? If it was a mechanic, he should have also told you how much. If it was a buddy, I suggest you check into it some more. If indeed it's the rotor / brake problem, it can get as expensive as you let it. A shop will want to rebuild both sides which would be a good idea but not absolutely necessary.
If, on the other hand, your wheel bearing has broken or frozen or otherwise caused the problem, that will require a new hub and probably spindle, but at least your brakes should be ok.

If the rotor has locked up it probably the caliper has seized. Replace the brake pads, rotors, & calipers. Have this job done by a professional. Expect about $300 +

Could be a flex brake line on that side they do break down on the inside of the hose and keep pressure to the rotor, if you replace one side of brake items caliper, pads, flex hose also do the other side. Now you have equal pressure to your front brakes.

Gas, or diesel? What you describe sounds like the timer for the glow plugs for a diesel. If it's not diesel, I'd advise having your mechanic see what errors are stored in the computer as a result of the check engine light being on, then you will have some idea of where to go.
