Yes.
Although there are some people who can actually talk on a phone and drive normally at the same time, they are grossly outnumbered by those who can only do one thing at a time and end up causing problems for other drivers on the road.

I think people on cell phones have 75% of their attention on conversation, & 25% on driving. Just look at the expressions on faces as they talk. Mad, laughing, serious, off in another wourd other than the road. Speakerphone, or hands-free should be the rule.
