the internet is the connection of many systems. it is supposed to go on even if parts are shut down, so no one person can kill it.
now, why on this planet? do you know something about the internet on other planets?

No one person can own the internet. Many companies sell access and services to the internet, but there is no law against making your own. Earthlink, a very famous ISP, sells just that- internet SERVICE. The internet was developed by two organizations at relatively the same time (American NSA, National Security Agency; european CERN, Center for European Nuclear Research/ Centre Europenee pour la Reserche Nuclaire). CERN is the organization that publicized the idea, but the NSA took responsibility for it. Leave it to Americans to capitalize everything.
