Probably Mexico City unless you want to count "Texcoco Lake" which refers only to a small area surrounded by salt marshes 2 1/2 mi (4 km) east of Mexico City.

Mexico City was was originally built by the Aztecs on an island of Lake Texcoco. Eventually the lake was drained, ecological consequences of the draining were parts of the valleys were turned semi-arid, and even today Mexico City suffers for lack of water. Current pumping of water from underground is one of the reasons Mexico City is sinking at a rate of a few centimeters every year.


Otherwise I suspect Tehran is worth researching if it meets your requirements

I would guess Mexico City with a population of nearly 9 million. While it was originally built on a lake, I believe that is no longer the case.

That would be hard because almost all civilizations started near a body of water.

I guess it would be coming from Africa.
