The answer is c. Buffers consist of a weak acid and it's conjugate base. A strong acid will dissociate completely and hence won't be able to form a buffer system.

HCl Cannot form a buffer because it is more stable as a dissociated pair. in order to form a buffer, it has to be a weak acid which is more stable as an attached pair.
