my dad want to open a bank for my sister but she live in Washington D.C. for her college. That why he want to know which bank that in both state.

Bank of America is in both Washington DC and Alabama and you can deal with everything on-line. I have a similar set up with my children while the are in college and it allows me to move money into their accounts which they can draw out at a local ATM. It works fairly well.

Bank of America is not in Alabama (At least not in Birmingham or Huntsville).
Wachovia is your best bet.
