He got his license in 1955 though he really hasn't driven a car since the 1970's. He says he wants to drive again and I need to know if his license would still be valid?

If he hasn't renewed it when it had to be, then no, his license is no longer valid.

He will have to take the written driving test, a vision test and then a road test before they will give him a new license.

If he drives w/o a valid license he could wind up being arrested.

The first thing you need to know is not if his license is still valid but are his driving skills still valid? Since most licenses expire every 2 to 4 years I doubt his is still current. Please take him out for a road test before letting him drive, some people DO NOT need to be on the road driving.

No. licenses expire for one main reason - to make people come back in and prove they can still see well enough to drive. If you allow a license to expire, you have to take all of the tests over again.
