Any business which depends upon human performance is difficult to regulate. In a manufacturing firm, the machinery can be set to produce quality products, and an inspection can be done afte they are produced to keep any defective units from leaving the factory. In a restaurant, much of the experience is a service (human performance). If the waiter is in a bad mood that night and snaps at the customer, the comments cannot be retracted before they are received by the customer. Also, quality control if the food is difficult. If the customer orders a lamb chop, there is no way of knowing that particular lamb chop is good without tasting it, yet restaurant employees cannot taste the customers' food before it is served. That is not true of everything, of course. They could taste the soup and know that all of the soup is well-seasoned that night. But it would NOT be true of any individual items which might vary. like meats, chiles which might vary in hotness, etc.
