We've been doing it this way for over twenty years. Go to home depot and buy a pint of "Diff" wall-paper remover. Put it in a bucket of boiling water, five gallons and take a sponge mop and go over the walls, by the time you reach one end, the paper will start coming off, go over it again, then one more time. Make sure you go all the way around before you start over.
We also use plastic on the floors and rubber gloves. It works fast and great.

If it is a vinyl coated wallpaper start at the corner of a seam and tear as much of the vinyl off as you can, sometimes it will come off easy depending on the quality of the wallpaper, once the top layer is removed put hot water and fabric softener in a spray bottle and spray a small area and let set a few minutes and spray again, use a small putty knife to scrape the wallpaper backing off the wall and wash the walls down with TSP to remove all the wallpaper glue residue off of the walls.

Steam it off with a proper steamer. They're very cheap and very good. If the wallpaper is washable, you'll have to roughen the surface first so that the steam will penetrate.

used to be scoring it and scraping. but i think steaming and scraping it would be much easier.
