There is something wrong with your pipes. They're probably severly clogged. Your landlord needs to call a plumber. Sewage is supposed to go straight out, it's never supposed to stay around and float up into the bathtub. It's a biohazard at the least. Your landlord has to fix it. If he refuses you should contact a lawyer or the health department because I'm sure that violates a health code or building code. You have the right to demand that your apartment is kept up to code. You are paying him rent every month so he in turn must keep the apartment in good shape and working order as per his obligations as the property owner.

You have a blockage. try putting the plug in the bath, block the bath overflow, (with a old flannel or the like) get a plunger or an old mop, flush the toilet, at the same time pump the plunger or mop,( inside the toilet bowl) as the water goes down, otherwise look outside the house for an interceptor
and inspect for any blockages. If you lived on the Wirral I would of cleared it for you.

Im a highrise manager for several buildings ITS A BLOCKED MAIN DRAIN this is the part that would connect the apartments in your section of the building it needs to be cleaned or replaced and is a big job probably why your landlord is hesitant to do it but he should as this will only get way worse

There is a "Y" pipe just under your pipe from your toilet, somewhere a short ways beyond this "Y" pipe the pipe is plugged and the water, instead of going into the pipe, is backing into the shower pipe. Your going to have to have this pipe augured out. get a plumber in and have him do it.

These should be two completely seperate waste systems, and i would think that this situation would be hazardous to your health, and probably illegal. Ring the Citizens Advice Bureau.

If you have a septic tank it could be full. The only way to fix it is to have it pumped out. Good Luck!!!
