The initial contract is for year but can be extended if there is a written agreement .However if A wants a two year contract, there should be an agreement for the salary to be reviewed after one year.

1.The offer is for one year's contract, with a provision that it can be extended further by mutual consent. However, if A wants a two year contract at the start itself, then there should be a provision in the contract for salary revision after completion of one year.
2.This is a doubt or a question posed: would B have to pay any rent in dollars to the company? In the absence of a full sentence, the exact meaning of this term is difficult to explain.
