I am getting a report from hotmail saying:

550 SC-004 Mail rejected by Windows Live Hotmail for policy reasons. A block has been placed against your IP address because we have received complaints concerning mail coming from that IP address.

Because of this i cant send to anyone from my computer.

Any ideas on how to solve this problem?

Possibly - your computer is part of a botnet.

Do you have antivirus installed? If yes, update and run a complete scan. if no, get one, now.

Do you have a spyware scanner? If yes, update and full scan of system. If no, get one, now.
Spybot and adaware are free for home use.
www.adaware.com and www.safer-networking.org is where you can find them.

If your system is cleaned - see if you can do that yourself, or ask help - then contact hotmail and request the block lifted.
Explain the steps you have taken.
Also, request a copy of the complaints - so you can see what they complained about (not who complained).
If it is something you didn`t send, you have been taken over by a spyware program.
