Concerning power supplies, what does an active and/or passive PFC mean? Another thing, what does it mean when they say ATX12V / EPS12V? I know ATX is the form factor and 12V is the voltage of the rail cord on the power supply, but what is EPS12V?

Active is better than passive PFC, if you want a detailed explanation you can look here:http://en.wikipedia.org/wiki/Power_factor_correction#Passive_PFC else just take my word for it. EPS12V means the secondary connector for the CPU is 8 pins instead of 4 on ATX, the fact that it says ATX12V/EPS12V means it is an 8 pin connector that can be split into a 4 pin, so it will work for either format.

Damn, I bought my power supply a year ago and I forgot what all of these abbreviations mean. As a rule of thumb, "active" is a buzzword to denote a better technology than "passive", so go with it. Majority of modern supplies are all very safe already and the only factor really important to the average user is the total power output. Don't go for less than 400W, and 500W is standard nowadays.
