It's simply because he values his privacy, and doesn't want the rest of his life (and everything that he did before July 1969) to be overshadowed by one event. He was on Gemini 8, which performed the first docking in space and nearly ended in disaster. He did lots of work with the X-15 rocket plane before joining NASA. And he dislikes the accolade of being the first on the Moon. As he points out, the landing was the important part, and he did that with Buzz Aldrin.
He's not angry, shocked or under orders from NASA. He just wants a life, and I can't say I blame him. It may sound odd in this time of self-obsessed celebrities and people who just want to be famous for no reason, but that's the way it is.
There was a biography of him published last year. It's called 'First Man: The Life Of Neil Armstrong', and is well worth a read.

Firstly, he's 77 years old, and entitled to a bit of peace.
Secondly, what makes you sure he is? Just because you don't bump into him signing autographs at your local mall doesn't mean he isn't getting around.
Thirdly, your question assumes that he should want to be out blowing his own horn. Like Chuck Yeager, Jonas Salk, and Jack Brabham (look them up), he knows he's done what he wanted to do and he's happy with that much.
