This depends upon where you are. If you are in the U.S., the term "college" is often used to refer to any type of higher education, from the most prestigious university to the lowest of trade schools. A university is specifically a research institution which offers graduate as well as undergraduate (your first four years after high school) degrees. There is also another use of the word college, which is a grouping of similar subject matters within a university - for example, you might have a college of engineering or a college of business at the university.

If you got to a university (which has both undergrad and grad schools) you may have the opportunity to take grad classes while in undergrad. You can also learn about the grad programs that are avaialble at the university while you are there. Colleges work just as well they just do not have the graduate programs on the campus. Neither one is better than the other, no matter what college you go to, a lot of it is about what you make out of the experience.
