Why take it off? Connect jumper cables to it and see if it runs...Be carefull

If the starter turns over fine off the bike but has problems when on the bike, you might want to check to insure that you have good, clean, tight connections.

Make sure the battery you're jumping it with is fully charged and in good condition.
Use your car battery if you're unsure.
Hold the starter motor firmly in one hand.
When you attach the jumper cables, the motor should spin with enough torque to want to jump out of your hand.

Since starter passed "bench test", check battery condition.
May seem fine with test light, but should be checked under
"load". If OK, transport bike to an area with a fairly long downgrade. Turn key on, select 3rd or high gear, coast to approx. 20kph and pop the clutch. If engine is not seized, bike
should start. If it is, be prepared for a rear wheel skid.

Run a current through it using a multimeter and see if gives you a good clear reading.
It may need some new bushes or an overhaul.
