unfortunately, it would not be easy to get the money back from her.
i have a friend who is just like your friend.
( actually she is not my friend any more)

you should not lend anyone your money more than $10 unless you really trust them.
if you really need the money back, tell her you are short of money and really want her to give it back to you asap.

I'm sorry to say but I don't think you will ever see that money again. I would suggest forgetting about it and more importantly forget about your "friend." If she promised to give back the money she borrowed, a real friend will have done so and not come up with excuses. Obviously she didn't consider you a friend, but only used you for material things because she knew you guys would be going to different colleges. Besides it would be better to forget about petty things like that, I learned life gets only more challenging when you start to mature.

lay down the ground. be like i don't want to nag, but i can't keep avoiding this because you said you would pay me back. i need the money, i trusted you, but if you're not going to pay me back just say so instead of coming up with all these excuses.

and then learn that
don't lend out things that you can't afford to lose. especially money. or get it in writing and be willing to take people to court over it.

You just spent $40 to get rid of a mooch. Good riddance. She could have cost you much more.
Write it off. You won't be seeing it.
You might ask her for a "loan" the next time you see her!

Next time you lend money, get them to write you a check for that amount, and postdate the check for their next paycheck hitting that account. You take the check to their bank and cash it on that day. No negotiations.

Well, it is definitely not likely that you will get your money back now. But think on the good side, you have knowledge of who that person really is. Friends help friends in bad times, and if she's not helping you, then she's not your friend
