The piece represents Elgar's reaction to the first World War. It is a statement of his disillusionment with European society.

In 1919, when Elgar wrote this Cello Concerto, the First World War had just ended a few months earlier and he was emotionally shattered from the consequences. He had lost several friends as a result of the war and he felt disilllusioned with mankind. The concerto is a sort of elegy for the human condition. It is also one of his last works (he was already 62 in 1919 and his inspiraration was beginning to fail him).
