Earthquake is a shaking or a natural movement of the ground originating below the surface.
Sudden breaking and shifting of large sections of the Earth's rocky outer shell happen during earthquake.
It occurs due to the build-up and sudden release of strain enegy in a small underground region called the 'focus' or 'hypocentre' of the earthquake.

Tough question. Theoretically, it's like this:
PLATE\PLATE (I hope you know what I'm talking about...if not, plate tectonics xP)
One plate shifts under another, and the other plate is thrust up. That push causes displacement in the water, and causes a tsunami.
In short, a tsunami occurs only when there is an earthquake underwater.

Earth Quakes happen because of seismic shift. There happen all of the time and with out warning. (P) primary wave (travels mostly horizontaly and (S) secondary wave (is what you feel because it travels upward) the plates in our Earth constantly move hence constant earthquakes and volcanism.
The (s) wave on the oceans surface pushes the water up causing a big ripple. you wouldn't really notice mid-ocean but as it approaches shore it's huge.

And BTW, christian8807 was wrong. Tsunamis can also form after large landslides close to/under the sea (such as mid-sea volcanoes and the such).

put a peice of plywood in your pool with a rope tied to one end of it. When you want to cause a tsunami in your pool just pull the rope up. that's the best I can describe it without writting a book.
