Did Harry and Ollivander not explain it well enough in the book? Ollivander explained wand law. The wand chooses the wizard and someone else's wand never works as good as your own. However, the wand can change allegiance to another witch or wizard if they defeat it's current master. When Ron rejoined Harry and Hermione, he gave Harry a wand he took from the snatchers, but that wand never worked properly for Harry because he never gained it's allegiance. But Harry defeated Draco Malfoy and took his wand from him. Malfoy's wand then recognized Harry as it's new master and worked properly for him.
Harry explained how Draco became the master of the Elder Wand. Dumbledore and Snape planned his death. Snape was always meant to kill Dumbledore and Dumbledore's death would render the Elder wand powerless. But on the night the Death Eaters attacked Hogwarts, Malfoy attacked and disarmed Dumbledore. It was Dumbledore's last wizarding duel and it ended before Dumbledore could defend himself. Malfoy became the person to defeat Dumbledore and the Elder wand recognized him as it's new master.
If Dumbledore had known Malfoy was going to be waiting for him on the astronomy tower he would have put up a fight. He did not want Malfoy to tear his soul apart by killing him, which is why he and Snape had planned his death.

Why do I think it is belong to Malfoy? What?
The Elder wand belonged to Malfoy because Malfoy disarmed Dumbledore in the tower. Though Snape killed Dumbledore, it was a part of a deal, and it was after Malfoy obtained the allegience of the wand. It was explained in Deathly Hallows. I don't THINK it belonged to him, I KNOW.

Well, it was Malfoy's from the time he Disarmed Dumbledore at the end of HBP until the time Harry overpowered him at Malfoy's house. Becasue Dumbledore was overpowered, the wand then belonged to the "stronger" of the two. The same thing happened to Harry. Though neither Malfoy nor Harry had any contact with the wand, Harry overpowered Malfoy, and the wand once again transferred its power to the stronger wizard.

The wand changes allegiance without the new owner even touching it. One just needs to defeat the wand-bearer or snatch the wand by force. Draco did so by disarming Dumbledore at the top of the Astronomy Tower in the Half Blood Prince.
Therefore, he's the owner of Dumbledore's wand, the Elder Wand.

To truly own the Elder Wand, which means to receive the full benefits, double-edged though it is, of all its power, you have to have conquered the previous owner.At the end of Book Six, “Half-Blood Prince,” Draco disarmed Dumbledore before Snape killed Dumbledore.
“And that meant he conquered him, even though Dumbledore was very weak at the time, he was very ill. He was on the point of collapse when it happened.
Dumbledore didn’t want to lose his wand at that point and Draco disarmed him. So that meant that the wand gave Draco its allegiance, even though Draco never knew it, even though Draco never touched it.
“From that moment on, that wand gave its allegiance to Draco, and it wouldn’t work as well for anyone but Draco.”
When Harry wrestles Draco’s “everyday” wand out of his hand at the Malfoy’s mansion, he conquers Draco, and therefore the Elder Wand — hidden in Dumbledore’s tomb at the time — transfers its allegiance to Harry.
