No, its illegal. It's not normal either.
It may not of killed anybody, but it sho at somebody

Word of advice don't let it spend a night you might wake up with it hobbering over you with a salt and peper shaker, with one leg missing.

that is gross. Tell him to go grocery shopping and buy some steak or ground meat besides what if the person he eats has some sort of disease that he can catch through eating human flesh.

i can't imagine that that would actually be legal.
