I opened my all purpose wall compound and found red stuff sitting on the top! what it is and should I replace it or just mix it into the bucket?

Answer one is likely valid, though I've not encountered such. What I do often find on MUD that has been unused for any length of time; here in FL at least; is mold and mildew. I'd say in any case scrape off and discard. MOST especially if it's suspect; and/or if it might add unwanted residue.

An aside regarding the mold. I find it odd that mold attacks drywall paper; yet not the gypsum compound between the paper; yet MUD isn't the same compound? Just one old mans two cents.

Some compounds have colorant added so you can easily see where you have applied. 2nd coats are sometimes different colors so you know where you left off.
