Noch is Russian for night; nocha in Spanish, so what's you're looking for is: I always sleep without my belt. If you're a street person, I'd keep my belt on, at night, all night. Kidding! Maybe means, like ............That didn't turn out so well. No notch on my belt.

I know one that goes
'tighten the belt up a notch' [usually said when the hubby is trying to payoff something and it means no more spending]
