Ok So there is this black guy with a pretty little parrot on his shoulder then the guy walks into a bar. And the Bartender says "Neat Where did you get it"? And The Parrot answers " Africa". Funny or not?

It would be a lame joke no matter what racial or ethnic slur it was told with.

If the guy would have been a white guy from...uh, somewhere like Germany, would the joke still be funny to everyone. It's not funny to me, not because the guy is black, but because it sounds so stupid.
