If you want it pronounced Ashlay, spell it Ashlay. Because if I see it spelled "Ashley", I'd say it Ash-lee. I think that if you spell it Ash-leah, I'd say it Ash-leeuh.

Why couldn't you go with Ash-lay, then it looks like Ashley, but emphasizes they leigh sound with the lay ending???
If you want to go with the Ashleah, I'd drop the second A and go with Ashleh.

Ashleigh is not pronounced ash-lay. It's pronounced Ashley. They're the same name, but the former is misspelled.
