The Church and State were one in the same for many centuries. One reason for this is that educated and wise men chose the to serve God and country through the Catholic Priesthood.

Until 1870, the Church had extensive land holdings. These were called the Papal States. The money and taxes earned from these lands were used to help all people live a decent life. They supported Churches and monasteries and charity.

When a government leader has faith in God, he will rule fairly and not invoke evil on his country. For example, godless rulers in our country declared that killing pre-born babies was a woman's right for reasons of privacy. This had never been said before and is wrong. They ignored a higher law - that of God as defined by the Catholic Church.

Likewise, when governments decide that sodomy is a protected right, they violate the will of God. The Bible and Church are very clear that this is objective evil.

The Church insures domestic tranquility and does not advocate for uprising and riots. The people of God desire peace and unity in order to better serve their Lord and each other.

These are my thought on how the Church can help a ruler.

I presume you mean a king/emperor etc; not a measuring device!

Most of the mainstream religions incorporate some kind of code of behavior or list of prohibited activities and mention the threat of going to some kind of bad place in your after-life as a means of scaring people into behaving themselves while here on earth. This has served for centuries as a pretty good way of keeping relatively unsophisticated and/or poorly educated people "in line" as long as the religion is widely practiced and firmly believed in. It helped those in power avoid spending large sums of money on police/prisons etc. In return, the church was often given special treatment by rulers and/or governments for its help in keeping the rabble under control.
