Ok so outside we have a pool heater that we thought was broken. We took the valve thats on the gas pipe next to the heater out to see if there was any flow, and there wasn't any. The rest of our gas appliances work fine, but this pipe has no flow. Could their be another valve somewhere that is closed? Where could it be located, and what would it look like?

I looked around in the pool area, I cant see any other valves.

I don't know where the meter is, but outside next to the water main there is a metal pipe coming out of the ground, it has like a little mushroom shaped hood, and then it goes back into the ground. It has three valves, 2 metal, and one red plastic one. Could one of those valves be it?

There may be a second line at the meter with a cutoff valve. it may be at the back of the house near the pool heater.
There is the possability that there is a second meter for the pool only.

I agree with most of the answers you have been given, (BUT) I am a gasfitter , and there are many possibilities why there is no gas at that point e.g- blockage from rusted gal pipes, a valve under the ground could be anyware, and or a previous tenant has had the line disconnected because of a problem with the heater, best bet is to call a pro, gas is very dangerous if you dont know what your doing.

start from the beginning source of the gas line, the meter? and just follow it from there.
you'll find it eventually
