i ave a blaziken lv 82,a hariama lv 66,a dragon lv 72,a aggron lv 50,a bannete lv 69 and kyogre lv 60 and it worked for me

All you need is a swampert lv80+ knowing icebeam surf earthquake and any other move....that can sweep the leuge and champ

your starter fully evolved at level 75or higher trust me . it worked for me on my ruby & emerald on sapphire though you should use Kyogre

sceptile- brick break ,leaf blade,stength,slam
Blaziken-flame thrower, arial ace, sky uppercut,rock tomb
Marshtomp- hydro pump, water gun, earthquake,dive
