Ask to talk to the district manager. When he ask what it is about inform him it is about moving up in the company to a sales job. If the manager says no go on line or get the human resource phone number and make a call and file a complaint with the district manager. Also let the distric manager know that someone was hired after you and is receiving favoritism. Have everything documented it will start a fire under your manager. Also what about getting a transfer to another store?

I worked retail for over five years when I was in college. There is one thing I learned very early on, and that is bad managers don't last. If you hate this guy, chances are very good everyone else does too. Just hang in there, and keep doing the best job you can. Sooner or later he'll probably be gone. If he does stick around a little while, he will start to value you as a good employee, especially if all his cheese cake keeps quitting on him. If there is another Footlocker in your area, you could request a transfer, if you're really that miserable.
If you don't have a college degree, and don't intend on going to school, consider moving to another city where the job market is less competitive. For example: In the city of Cleveland OH only 11% of the population has degrees. So employers don't demand them as much.

Do you show up to work on time? Do you call off? If so, be punctual and don't call off. What kind of attitude do you have at work? Are you positive and upbeat or do you ***** and complain? If you aren't already be positive about everything. Offer positive suggestions; show interest in the success of the business. If jobs are hard to come by be thankful you have one. No matter what job you do wether it is the stocker at Footlocker or the CEO of a major corporation. Do the best job you can possibly do. After you show a strong desire to succeed and a positive work ethic for one month I guarantee that when you ask your boss to move in to sales he will all for it. One more thing, show some respect and never call your boss a ********. Don't paint the company that you work for in a bad light on the internet. After all, they are paying you. Another words, don't bite the hand that feeds you.

You can find it on the net.
Ask if your manager is allowed to do what he is doing to you.
Talk like a gentleman and give your old manager as a reference.
Tell them what jobs you do now and ask why somone with less time than you can get more hours.
Ask how to get promoted.
Call or email Footlocker and leave your information, especially your phone number.
Do not be afraid of going over your manager`s head.

I'd suggest that you have a private talk with your manager. It seems like you've been working there for a while. Ask him if he's unhappy with your work performance, and if he is, ask him what you can do to improve. If he doesn't have a reason for it, then I'd just suggest that you go look for another job instead (but stick with this one while you're still looking). He sounds like a jerk, so don't put up with it. Good luck!

I didn't read past the header of your question. If your Boss is a JERK, your Boss is a JERK. There is NOTHING you are anyone else can do to make a jerk not be a jerk.
