Runescape is a simple and free game played by millions of people and one of the most enjoyable parts of it is collecting all the Runescape items that are available. You will NOT be able to get rares such as party hats, santas, holloween masks. Those are ALL retired, meaning they will NEVER be dropped again. The upcoming holloween and christmas events are unknown. The only way you will be able to know what will be given out is by attending or reading about it on the official jagex site when it is released.

You can get special items, but they aren't 'rare' (they're untradeable). If you want a rare item, then you'll have to buy it or get it from another player. If you want a chance to get one of these rare items, then I'd suggest joining the Runescape quiz with some cool prizes. There will be holiday miniquests with untradable rewards most likely. If your hoping for the phats, dragon masks , santa hats & such your outa luck. Those are from past holidays & will not be issued again. The newer holiday drops have been made untradable & the older ones will cost you a fortune in gp.

No you can't, because Jagex has decided they won't ever give out tradeables at holiday events anymore. You can get items to wear that you can keep forever until not many people have them, you just won't be able to trade them.
