There are several ways you can go about making a website, but the only ways I am familiar with revolve around two programs, Macromedia (now Adobe) Dreamweaver and Macromedia ( nowAdobe) Flash. If you buy these programs or know someone who has them, they are pretty user-friendly and make it easy to set up a professional website. But if you want to get into web design as a hobby/craft, go get a book from the library that describes the different methids of creating a website, or go take classes at the community college. It is a valuable skill in today's society. If you just want to make a simple website for a band or whatnot, get Flash and/or Dreamweaver for about $300 (max, don't pay any more) and look around for online tutorials on how to use the software.

Considering you must be a noob because you're asking this question.. I suggest a FREE website like geocities, angelfire, freewebs, etc. To find them.. Google their names or google "free webhosting" and choose whichever one suits you.

Sometimes there are people willing to host at their own domains, but usually you need to be a non-noob with some kind of previously made website that they can review to see if they like your style.

You do realize you need to have some basic knowledge of HTML, CSS, etc.. if you don't.. the free domains have tutorials or pre-made layouts where you can enter information.

If you know more than I think, then purchase a domain! DURR.
If you know LESS than I think, then depending on what kind of website you want.. locate a free service that provides everything but the purpose of that site.. i.e. personal sites = myspace; forums = forumotion.

Again, google. =)

I'd use microsoft publsiher and just save your work as an html file. Remember the main page needs to be named index.html.
