The numbers are being used by seemingly bogus people or agents in getting money from their clients. They present themselves as Bank employees who ask for the payment for certain processing of Bank Transaction. Example the Allen Trust Bank which is as presented a group of Banks including the EXXEL INTERNATIONAL BANK

Mr. Anrew Wellington is said to be the Foreign Service Manager and is asking 1, 250 pounds for the transfer of money from ALLEN Trust Bank to an account of my friend in the Philippines

Phone numbers which begin +44 70..... are mobile (cell) phones. There is no way of knowing where in the world the person you are talking to is. No genuine bank would use these numbers.
This is a SCAM
