If your setup is correct, then that may be normal for her. It does sound pretty small to me, though. Some things to keep in mind:
1. No loose substrate that can cause impaction.
2. Heat basking temp at 100F?
3. Measure heat with digital probe themometer?
4. UVB reptile bulb within 12 inches and changed every 6 months?
5. Daily misting and regular baths?
6. A variety of gutloaded insects and a fresh daily salad?
7. Correct use of calcium/D3 and multi-vitamin supplements?
8. Vet checked every 6 months for coccidia and other parasite levels?
If all the above are met and she is alert, bright eyed, good appetite, good weight, no or low parasites, good pooping, then she may just be a little girl! Good websites to check out:

Your bearded dragon has reached its maximum growth. They tend to reach between 12-18 inches in length. There is such a thing as a German Giant bearded dragon which is much larger in comparison, but even as a baby it shouldn't be twice as long. Your friend may have something other than a bearded dragon.

Your beardy is more then likely a typical female dragon, lke mine, mines about 15 inches and fully grown, some types of males can get huse but yours sounds like it's all grown up !

Most beardies only get an average of 12-14 in. Yours is done growing and completely normal.

Just feed it some meat (any meat hurhur) every day and give it some milk, some nice cold milk. Heck, throw in some vegetables so it can be healthy.

They're only supposed to get up to a foot, I believe. Are you sure that that lizard is a beardie? They don't usually get that big..

How much are you feeding him? Make sure EVERYTHING in his inclosure is right. Do some research. google up something like bearded dreagon stunted groth.
