Representation was the biggest thing the founding fathers disputed over: The smaller states wanted to have equal representation with the larger states while larger states wanted to have their representation in congress based on population as that would give their state more power. There was a lot of arguing for weeks until they came up with the great comprimise: two houses: The house of representatives with the # of rep. s each state got based on the population and The senate with each state having two senators no matter how big the population was.

Now that they had settled that they threw slaves into the fray; would they be counted with the population? northen states with few slaves said no, southern states with alot of slaves said yes
so came another compremise they would count 3/4 of the slaves
For further explanation refer to the Constitution Article 1 or there is a great book called the fifty five fathers that you might like

Are you aware that African Americans are the only group of people who require permission under the United States Constitution to vote? That right will expire this year (2007) unless George Bush do something about this situation. In 1982, Ronald Reagan amended the Voters Rights Act for another 25 years. Congress will decide whether or not Black Americans should retain the rights to vote--unbelievable, then in order for this Act to pass, 38 states must approve an extension. This is the 21st. Century and America is still dealing with PERMITTING Afro. Americans the legal right to vote. Doesn't that place a sour grape in your mouth, while we are considering to grant amnesty to millions of illegal aliens? People who broke our laws to enter this country will be rewarded for their effort of sneaking over the border.....Outrageous. The president should do the right thing and make this Voting Act a permanent part of the constitution--but we all know what he thinks about that piece of paper, don't we............
