He was first elected as Vice President under President McKinley. Upon McKinley's death in office from a gunshot wound in September of 1901, T.R. became President. He was elected in his own right in 1904. In that election he defeated a man who had run for President against McKinley and lost: William Jennings Bryan. Probably the only guy who ran for President three times on a major ticket without getting elected. So, many people voted for T.R. as the "lesser of two evils", because Bryan was much more the populist than Roosevelt.

He wasn't elected. He took office after McKinley was assassinated. He was the VP and if my memory serves me correctly, he was not re-elected.

Why not?

If he was a "populist" then that would probably have made him "popular."
