I live in europa and just got a fine by the police in denmark 100 dollars
for having a passenger on the back seat

Of course you can if you are both midgets. Just kidding. Scooters are all different. Find out the name of the scooter and then do a search on the internet. For example lets say its a honda elite 150

I would type in PASSENGER HONDE ELITE 150 and it will show me how many passengers it can hold.

If it was designed for 2 riders, it will have passenger footpegs.
Unually 50cc scooters are not made for 2 riders.

SOME 50CC BIKE YOU CAN SOME YOU CANT BUT YOU OR THE OTHER PERSON MUST HAVE FULL DRIVING LICENSE
