If you do not want to spray paint then you can use a roller. This is going to be messy so lay down cardboard where you are painting, this will help keep the paint off your lawn.

Now your paint, it should be aluminum paint.

Prepping with a wire brush should suffice.

You should definitely get a metal primer before applying the paint. It bonds to the paint and the paint bonds to the primer. Rustoleum makes good metal primers that also remove and inhibit rust.

And, why would you not want to use spray paint? That seems like the only way to get into the gaps and stuff in the chain link. You could tape up a tarp on one side of the fence and spray the other. There wouldn't be any overspray anywhere but on the tarp.

Paul gave a great answer! Especially about the primer and the sprayer. Rolling a chain link fence will be a huge pain in the butt!
