in other words, to counteract the strategies and resistance of the enemy, would confronting the enemy head on be wise, or in the likely scenerio that the enemy was evasive, can depleting his access to transportation, money, power, build-up of weapons be a good application???

The USA has tried that strategy many times in the past. "Embargo" or "boycott" I think they called it. It was done against Cuba, Iran, Iraq, Russia, etc...

Attempting to disengage the elemental fuse didn't seem to work very well in past examples of it being tried.
