Hopefully any such plot is uncovered and stopped before it can be carried out. However, the current "war on terror" is, in fact, creating generations of new terrorists and the threat of "terror attacks" on american soil is very real.

Historically, we've had a major (successful) foreign terrorist attack on US soil every 7~9 years for the past several decades -- and no reason to think those odds are going to change.
So, just based on past statistics -- we're due for another major (successful) attack sometime between 2008 and 2010.
What will happen -- people will freak out, and start acting even more irrationally -- and run around like it's the end of the world -- as they have every other time we've been hit.

I'm afraid there will be... I hope not...
I was reading a CIA report to the Congress about a month ago that said the threat is as high as it was during 9-11 from Osama...
I've also heard that al-queda activity in Iraq has calmed down... hopefully it's not because they are busy planning something else...
