No. But the education system varies from state to state. Which has a residual effect.

I think all states top Louisiana in terms of cumulative intelligence.

no. human intelligence is based on exposure to the existing environment. no matter how good a person is, if he has not been exposed with that which exists in one place, he may be ignorant about it...

every time i venture into mississippi, i can just feel the IQ in the air dip by 200 points or so...lol
