What U.S. States do not expedite criminals?

Needed for a Civics project. Does anyone know what website I can find this information?

I'm not sure that any states make any real effort to speed up procedings.... all courts seem to be overworked.

All states are required to extradite to other states -- if the request is properly presented -- see Article IV of the Constitution.

Some individual state courts or governors might make the process easier or harder -- but that's human nature -- it doesn't change the legal requirements.
