Wash it before the concrete sets if large enough job you may need to wash it a couple of times

I would suggest you tell your friend that you intend on using his wheel barrow for pouring concrete before you do so. If it's a shiny new one, it will get somewhat scratched and dulled by the concrete. And, no matter how much you rinse those things off, there is always a residue of concrete that will still be somewhere on it.
If he doesn't care, go for it. But, at least give him a heads-up about what you plan on using it for.

Are you mixing the concrete in the wheel barrow or just using it as a transportation/delivery device?
As I am a real lazy type and cleaning up after myself is not one of my fortes, I line my barrows (buckets, etc.) with a thick mil plastic and secure underneath/at the sides. No-o-o-o-o nasty clean up necessary, and any residual concrete comes off the plastic much more easily so I can reuse it.
And, you can use the plastic to nudge your last bits of concrete out of the barrow by raising it, shifting it, etc.

Everyone else has said the right things. Rinse/scrub it out almost immediately after you have used it. However, if it does become dried on, first, hammer the wheelbarrow with a rubber hammer. This will tend to dislodge most of the dried on detrious. Then, for any leftovers, use a cold chisel(not a sharp wood chisel), and a hammer to dislodge the really stubborn pieces. You do not have to get the wheelbarrow perfectly clean. After all, it is a work vehicle.

You could also put some detergent on the outside of the wheelbarrow. This will help stop the concrete from sticking to it. Then just make sure you wash it out after you are done.

When you are done pouring the concrete, immediately rinse out the wheel barrow with your water hose, this will keep the wheel barrow clean.

Like these guys said, rinse quickly. If some does harden, you have to chisel it out.
